Malibu Pier Concessionaire Proposal

MJC was hired by Leopold Capital Strategies to
write a comprehensive development and concessionaire proposal in response to the State of California Department of Parks and
Recreation’s RFP for a new Malibu Pier concessionaire. For the proposal,
Jones prepared a comprehensive operations plan which covered organizational structure, transition strategy from the State,
customer service plan, an employee staffing and training plan, a marketing and advertising strategy, a community involvement
program, a detailed descriptions of products and services, a pricing policy, an interpretive material and activity plan, an
ADA compliance plan, a conservation and environmental awareness plan, a security and safety plan, and a facility maintenance
and housekeeping strategy for the operation of the pier. MJC also completed a
facility development plan, interpretive plan, a development feasibility study, and operation proformas for the project. The final project includes 9,000 square feet of restaurant and retail space, a surfing
museum, a sports-fishing concession, equipment rental, and a bait shop on the historic Malibu Pier. The proposal was selected by the State Department of Parks and Recreation as the successful bid for the
concessionaire. The State indicated that the proposal was one of the best they
had ever received. Upon project selection by the State, Marie Jones Consulting
provided additional consulting services including: public relations assistance; completion of a benchmark comparison analysis
of operations and management metrics for five comparable California piers (Santa Monica Pier, Redondo Pier, Santa Barbara
Wharf, Santa Cruz Wharf, and Malibu Pier); and market Comps for surfing museums and other area tourist attractions.
