Downtown Vision, Market Analysis and
Feasibility Study
City of Roseville
The rapid economic growth of this successful city, located on the edge of Sacramento,
has passed by it’s older and deteriorated downtown. MJC, in partnership
with RBF consulting, is working with the City to develop a vision for a revitalized downtown that is grounded by an extensive
economic and feasibility analysis. For this project MJC completed a demographic
and economic analysis, retail leakage analysis, and a market and proformas feasibility study for each of the proposed uses:
retail, office, condos, multi-family, and arts and entertainment uses. MJC also
participated in intensive hands-on community workshops, walks and meetings to help the community develop an achievable vision
for the downtown and the historic downtown.

Economic Development ElementৠȆ쫴Բ춗瘡ᛰћћ>
City of Long Beach
Long Beach is one of the most diverse
communities in the United States and the fifth largest California
city. The core of the Long Beach
economy has long been aerospace, tourism and trade. However, recent downsizing
in the aerospace industry impelled the City to hire MJC to develop a Jobs & Business Strategy for the City’s
future. MJC completed a detailed economic base analysis, retail leakage analysis,
tourism impact analysis and real estate market analysis. Jones also facilitated
17 focus groups, three city-wide meetings, five neighborhood meetings, and five business community meetings to gain input
and develop consensus regarding key economic strengths, weaknesses, issues, goals and strategies. The final comprehensive Jobs & Business Strategy, adopted by City Council, will direct the activities
of the Redevelopment Agency, the Economic Development Bureau, the Workforce Development Bureau, Neighborhood Services Bureau
and the Department of Planning and Building.
Economic
Development and Mill Site Reuse Strategy
City of Fort Bragg
The 435 acre Georgia-Pacific mill site, located on the coastal edge of the City of Fort Bragg,
is an exciting and challenging development opportunity for this Northern
California city. The mill
closed in 2003, and Jones was retained to assist with a community planning process, an economic development strategy and the
formation of community-driven development goals for the site. As part of the
community involvement process, Jones facilitated eleven community focus groups, interviewed 12 key informants, and developed
and analyzed a community survey with a response rate of 1,200 residents. Jones
prepared an economic development strategy for the City and the mill site, and each strategy included an analysis of market
support, program feasibility, funding mechanisms, partners, and potential job and fiscal impacts. Jones also helped facilitate three community meetings during which economic development and urban
planning goals, connections, priorities and strategies were prioritized and discussed. To view final reports, please

Partnership for Affordable Non-Profit Space
City of San Francisco
Jones spearheaded this collaborative project to provide
immediate and long-term affordable space to non-profit arts and community services organizations. Specifically, Jones assisted over 70 non-profits with real estate consulting services, managed the design
and development of the information clearinghouse www.orgspaces.org, managed the design and implementation of a space needs assessment of 300+ arts and non-profit
organizations, provided a real-estate matching service between organizations with space and those in need of space, and wrote $2,630,000 in successful grant proposals in support of permanently affordable space. Jones also developed a summary of public, private and foundation funding sources of
debt and equity financing for non-profit owned and occupied buildings.
San Francisco
Economic Development Strategy
San Francisco Partnership, San
Francisco, CA
Marie Jones worked with the San Francisco Partnership for two
years on the development and implementation of an economic development strategy for the new economy in San
Francisco. As part of the strategy, Jones completed a
comprehensive analysis of the digital economy by surveying over 1,200 firms to gage growth projections, workforce needs, infrastructure
requirements, and supportive City policies. Jones formulated effective workforce
development, smart growth, and economic development strategies in partnership with non-profit organizations and the City of
San Francisco. Jones also provided
business attraction and retention assistance to over 160 small and medium-sized businesses and 70 non-profits.
Economic Development Strategy Plan & Consolidated Plan Update
Kern County
For this project, Marie Jones worked in partnership
with Seifel Consulting and ICF consulting to survey community development needs in Kern
County. Jones developed the survey and completed the County’s Community Development
portion of the new 2005-2010 Consolidated Plan. Jones also analyzed employment
and entrepreneurship opportunities in five key economic clusters as part of an economic development strategy to serve the
needs of low and moderate-income people in value-added agriculture, mining and chemicals, aerospace, and visitor serving economic
clusters.

Economic Development Strategies
for Downtown, the Waterfront and the Convention
Center
Portland Development Commission, OR
Marie Jones prepared economic
development strategies for Downtown Portland, the Portland waterfront, and the
Convention Center areas. The strategies focused on job creation and retention,
urban revitalization, affordable housing, parking, workforce development and regulatory relief. For each strategy, Jones completed detailed analyses of Portland’s
economic base, target industry clusters, labor force trends and conditions, local real estate conditions, and job creation
barriers and opportunities. Jones facilitated discussions with the Jobs Strategy
Advisory Committee and interviewed real estate agents, developers, business owners, neighborhood leaders and citizen activists
to identify development opportunities, priorities, and job-creation targets for a wide range of economic development strategies. The final strategy includes over 45 action plans and policy recommendations with staffing
and budget requirements, timeline and projected economic development impacts.

Manufacturing Performance Benchmarking
Manufacturing Extension Partnership,
Washington D.C.
For this project, Marie Jones worked as part of a team to develop a comprehensive evaluation program for the United
States Department of Commerce’s Manufacturing Extension Partnership (MEP). The
MEP is a nation-wide system of 72 centers which provide industrial extension assistance to small and large manufacturing firms. The benchmarking and evaluation program was designed both to evaluate the performance
of MEP centers as well as benchmark the performance of individual manufacturers. The 1,000-firm annual benchmarking study
is now in its tenth year and provides ongoing performance and benchmarking data on quality, timeliness, workforce training,
scheduling, value added and environmental metrics. The data is also used to objectively
compare the performance of clients of the MEP again performance of non-client manufacturers.
For this engagement, Jones develop comprehensive manufacturing questionnaires for ten industrial sectors, prepared
an evaluation protocol, defined success on a number of metrics, and implemented the program.
West Berkeley Planning Education
West Berkeley Association
MJC organized and educated a variety of light-industrial
business owners, artists, and property owners regarding proposed zoning changes in the West Berkeley Mixed-Use Light Industrial
(MULI) zone.
Employee Housing Assessments, California State
University System
Office of the Chancellor, California
State University
Marie Jones assessed the impact of housing costs on the ability of CSU campuses to attract and retain
faculty and critical staff for the Chancellor’s Office of the California State University (CSU). Marie completed individual
Housing Assessments for six CSU campuses (San Francisco State,
Chico State, Cal Poly Pomona,
CSU San Marcos, CSU Fullerton, and San Diego State)
and a summary assessment for the CSU system. For the project Jones completed
an analysis of a system-wide survey of recently-hired faculty and staff, undertook campus-specific “key informant”
interviews of deans and search committee chairs, facilitated focus groups of recently-hired faculty and staff, and interviewed
faculty who declined positions at each campus. The reports provided campus-specific
and system-wide policy recommendations to increase access to and the supply of affordable housing for CSU faculty and staff.
